Statutory health-insurance billing system

Past work

2013 – 2017 · Custom-software house

A .NET billing platform used by most German statutory-insurance physician associations (KVs) — kept current with legal changes through regular releases, with per-KV customisations on top.

Long-running engineering on the billing platform that the majority of German Kassenärztliche Vereinigungen (KVs) used to run billing for statutorily insured patients. Continuous adaptation to legal changes, per-KV customisations, and a steady release cadence.

Context

German statutory health insurance flows through the KVs (Kassenärztliche Vereinigungen) — regional physician associations that handle billing between doctors and the statutory insurance funds. Most KVs in Germany ran their billing operations on this software. The regulatory environment is high-velocity: legal changes drive a large share of the engineering work.

What I built

  • Software developer in a Scrum team.
  • Maintaining and evolving the core billing engine through regular release cycles.
  • Adapting to legal changes — the dominant source of new requirements in regulated healthcare billing.
  • Per-customer customisations and extensions for individual KVs on top of the shared core.

Outcome

Software that critical billing infrastructure across most German KVs ran on. Reliability and timely legal compliance were the primary success metrics.

Architecture

C# / .NET on the desktop (WPF / MVVM) over MSSQL — a long-lived Windows-client billing application with per-customer extension surfaces.
